There is no control in Excel for modifying the individual arrow keys. They are mapped by the OS. First, if you haven't done so already see whether a simple restart of the Mac restores it. If not... The most probable cause is that either macOS or Mac Office or both are in need of updates.

Ss recommended in a related thread I signed out of Microsoft 365 and quit Excel. Rebooted and restarted. But Stocks and Geography were still missing. My problem was finally solved by the Licensing Team at Microsoft. Apparently I was unaware of and not logging in to Excel using the admin login on my Microsoft Apps for Business account. Now Python is working great!!!
